Midland Ranked 2nd Fastest-growing Metro in America; Austin at No.3

Over the last three years, more than 16,000 Americans moved to The Villages, Fla., making the retirement community America’s fastest-growing metropolitan area, 24/7 Wall St. reported citing recent data from the U.S. Census Bureau.

The business news site studied Census Bureau data for 381 metropolitan statistical areas from April 2010 through July 2013, before coming up with the 10 fastest-growing metro areas in terms of population.

Better employment opportunities and low costs of living are some of the factors that have attracted population to these counties, despite the generally sluggish migration rates in the country. While explaining the population rise in Odessa and Midland, Texas, Bill Frey, senior fellow and demographer at the Brookings Institution, told 24/7 Wall St.: “They just happen to have an oil boom.”

2. Midland, Texas
> Population growth: 10.67%
> Total population: 156,780 (125th lowest)
> Per capita income: $83,049 (the highest)
> Unemployment rate: 3.1% (3rd lowest)

With the second-lowest unemployment rate in the nation of just 3.1% at the end of last year, Midland’s population may not be growing fast enough for the needs of many employers. Even so, between 2010 and 2013, the population grew by 10.7%, most of which came from domestic migration. Midland is also at the center of an oil boom, which has attracted so many new residents that the area has had to deal with housing shortages. The population influx has also put a strain on public institutions such as schools, and likely caused, among other things, a spike in home prices. Over the last five years, home prices rose by 26.2%, the second-largest home price increase in the nation.

Best- Performing Small Cities Midland, TX MSA

Midland edged up three spots to fifth in the 2013 index. It turned in exceptional performances in one- and five-year job and wage growth, ranking first or second on all four measures. A second-place finish in short-term job growth indicates that Midland’s positive momentum remains strong. Oil exploration and production and associated industries are driving the growth.

The Midland Development Corporation (MDC), created in January 2002, offers incentives to qualified new and existing employers who create jobs for the community. Midland voters made these incentives possible when they approved a quarter-cent increase in the local sales tax rate, with additional revenues earmarked to promote economic development and diversification.

The MDC's goals are:

• Keep existing jobs and businesses in Midland
• Foster the expansion of existing Midland businesses
• Attract target industries and businesses to Midland
• Provide long-term employment opportunities for Midlanders
• Promote and develop industrial and manufacturing enterprises in order to reduce
unemployment and underemployment
• Promote and encourage employment and the public welfare of, for, and on
behalf of the City of Midland
•Develop areas of the City of Midland that meet the City's development objectives.

A five-member board appointed by the City Council governs the Midland Development Corporation.
